Esnek Çalısma Yönetim Sistemi Gelistirme Projesi: Is Sürekliligini ve Çalısan Psikolojik Iyi Olusunu Destekleyici Standartlar ve Uygulamalar

Abstract:
Covid-19 pandemi süreci, esnek çalısma modellerini is yasamı gündemine güçlü bir sekilde oturturken, bunun bugünün ve gelecegin çalısma baglamına dönüseceginin isaretlerini de vermistir. Esnek çalısma modellerine geçis, kimi isletmeler için sancılı, kimi için günlük çalısma pratiklerine entegrasyonu kolay bir süreç olmustur. Bu farklılıklar, esnek çalısma sistemlerine geçisin sistemli yürütülmesi adına bir yönetim sistematigine gerekli oldugunu göstermektedir. Esnek çalısma yönetim sistemi standardını olusturmak üzere yola çıkan çalısmamız 81 özel ve kamu kurumunun is birligiyle gerçeklestirilmistir. Çalısmanın nitel fazında 20.07- 21.09.2020 tarihleri arasında 27 kurumdan üst düzey yöneticilerle gerçeklestirilen 53 mülakatla veri toplanmıstır. Bu veriler ısıgında anket olusturulmus ve nicel fazda 19.10-20.11 2020 tarihleri arasında toplam 66 kurumdan, 1854 kisiye erisilmis, bu veri setinde 1280 kisiden saglanan eksiksiz veriyle veri analizi gerçeklestirilmistir. Iki faz bulguları birlikte degerlendirildiginde, esnek çalısma uygulamalarında dijital altyapının, insan kaynakları uygulamalarının, esnek çalısmaya geçis asamasında çalısan ihtiyaçlarının dikkate alınmasının ve yöneticilerin bakıs açısının önemli oldugu görülmüstür. Proje, bilimsel çıktıları yanında, paydaslarla iletisimde süreklilik saglamayı, ihtiyaç hissettikleri bilimsel bilgiyle donatılmalarını da hedeflemisti. Nitel fazda 79 katılımcıyla gerçeklesen ilk çevrim içi toplantıda (webinar), proje hakkında bilgilendirme yapılmıs, nitel analizlerden elde edilen ön bulgular paylasılmıstır. 101 katılımcı ile gerçeklesen ikinci webinarda esnek çalısma yönetim standardına ve nicel sürece dair bilgiler verilmistir. Ayrıca proje bitiminde ?Zaman ve Mekân Esnekligiyle Çalısmak-Giris Serisi? isimli üç modülden olusan egitim gerçeklestirilmistir. Bu egitimlerde esnek çalısmada is-insan-örgüt uyumu, is hukuku ve esnek çalısma kültürü temaları yer almıstır. Proje neticesinde, ?Esnek Çalısma Yönetim Sistemi- Zaman ve/veya Mekân Esnekligi için Gereklilikler? baslıgını tasıyan, ulusal bir yönetim standardına zemin teskil edecek bir taslak standart, ilgili makamlara sunulmak üzere hazır hale getirilmistir. Bu taslak, is yasamında psikolojik iyi olus odaklı, is sürekliligini ve sürdürülebilirligi esas alan, esnek çalısma sistematiklerine geçiste uygulanması gereken standart adımlarını betimlemektedir. Bu açıdan degerlendirildiginde insan kaynakları süreçlerini hukuki perspektifle harmanlayan yol gösterici bir kılavuz niteligi tasımaktadır.
