Güney Kore’de Refah Devletinin Tarihsel Gelişimi Üzerine Bir İnceleme
Öz: Bu çalışmanın amacı 1960’lı yılların başından günümüze Güney Kore’de refah devletinin tarihsel gelişimini incelemektir. Refah devleti genel olarak Avrupa’ya özgü bir kavram olarak tanımlanmasına rağmen, Asya’daki ülkeler de Batı ülkelerinden farklı ve kendine özgü özellikleri olan refah devleti modelleri geliştirmişlerdir. Asya ülkelerindeki refah devletlerinin, Batı’daki refah devletlerinden farklılıkları, bu ülkelerin tarihsel, siyasal ve toplumsal yapılarına yerleşiktir. Bu bağlamda çalışmanın ilk kısmında refah devleti kavramı ve Avrupa’da refah devletine yönelik sunulan refah devleti ideal tipleri kısaca incelenmektedir. Bu kısımdan sonra, Asya’daki geç sanayileşen ülkelere özgü bir refah devleti modeli olan kalkınmacı refah devletinin özellikleri açıklanmaktadır. Üçüncü kısımda, 1960’lı yıllardan demokratikleşme dönemine kadar olan dönemde, Güney Kore’de sosyal refah politikalarının temelleri incelenmektedir. Dördüncü kısımda, demokratikleşmenin Güney Kore’de refah devletini nasıl dönüştürdüğüne odaklanılmıştır. Beşinci kısımda ise, Güney Kore’de refah devletinin günümüzdeki durumu, güncel gelişmeler doğrultusunda tartışılmaktadır. Sonuç bölümünde, refah devleti, sosyal refah ve demokrasi gibi Batı toplumlarında ortaya çıkan kavramların ve olguların, Güney Kore’nin kendine özgü tarihsel, siyasal ve toplumsal bağlamına göre yorumlanması gerektiğine yönelik bazı çıkarımlar yapılmaktadır.
Anahtar Kelime: A Review on Historical Development of the Welfare State in South Korea
Öz: This study aims to examine the historical development of the welfare state in South Korea from the 1960s to the present. Although the welfare state is generally illustrated as a Europe-based concept, Asian countries also have welfare state models that are different from the Western countries and have distinctive features. The differences between the welfare states in Asian countries and the welfare states in the West are embedded in these countries’ historical, political, and social structures. In this context, in the first section, the concept of the welfare state and the ideal types of the welfare state in Europe are briefly examined. After this section, the characteristics of the developmental welfare state, which is a welfare state model specific to the late industrializing countries in Asia, are presented. The third section examines the foundations of social welfare policies in South Korea from the 1960s to the democratization period. The fourth section concentrates on how democratization has transformed the welfare state in South Korea. In the fifth section, the current state of the welfare state in South Korea is examined in line with recent issues. In conclusion, some inferences are made that the Western concepts and phenomena, such as the welfare state, social welfare, and democracy, should be interpreted according to South Korea’s unique historical, political and social context.
