TY - JOUR TI - Media Policies Of Turkey: An Evaluation Under EU Progress Reports AB - The European Union, which has been established in order not to live same problems once again aftersocial, political and economic depressions, has been expanding both its geographical borders and increasingthe number of countries in the union by means of horizontal and vertical enlargements. The European Unionrequires the nations wishing to be a member to make a series of reforms in their current policies underadaptation process, and it is expected to meet under a common Europe ground. One of these common groundsis the media. The media is one of the important topic titles emphasized by the EU. The EU, paying attention tothe values of pluralism and cultural diversity in visual and audio media, has been examining the media policiesin Turkey’s candidacy process. It analyses the positive and negative steps taken by Turkey in media policiesrelated to pluralism and cultural diversity with the reports it prepares. In this study, the chapters prepared forthe media policies of Turkey in EU progress reports between the years of 2005-2019 were analysed by contentanalysis method. Although Turkey has taken positive steps in media policies, these have not been foundsatisfactory in these reports, and negative situations increasing every year have been reflected in the reports.The fight against the FETO terrorist organization and the judicial and administrative investigations carried outsince 2016 have been considered as the disbanding of the opposition, authoritarization and a threat againstfreedom of the press in the EU progress reports. As of 2019, the reasons for this decline have been stated inthe latest report as follows: there has not been transparency especially in the financing of media, the effect ofpolitical interest has increased on broadcasting policies, monopolisation in media, decrease in pluralism andrestrictions on freedom of expression. It has been also drawn attention in this report that negative expressionsaddressing minorities, national, ethnical and religious groups are broadcasted through media, and an increasein the expressions of anti-Semitism has been observed. The report also included the following details: there arestill major problems related to the representation of women in the media, there is not sufficient number ofconsciousness-raising programs in the media related to establishing gender equality and preventing the violenceagainst women, and a homophobic language is dominant in the media.
