Is all for a Smile or Creating a Dependency? Analysis of Turkey’sDevelopment Assistance Policy
Öz: Purpose: The purpose of this research is to investigate whetherforeign assistance is provided towards the development of the aid receiving country or it is in line with their national interests byaddressing the relationship between Turkey's foreign aid and foreignpolicy. Design/Methodology: In the study, Turkey's foreign aid between2002-2018 was obtained through data published by TIKA andAFAD; foreign trade figures with these countries were obtainedthrough statistics published by TUIK and It was analyzed based onthe foreign policy implemented by the AK Party in the light ofdependency approach. Hereby an answer was sought to the questionof whether a dependency relationship has been established with theaid receiving country. Findings: As a result of the analysis, it was concluded that the aidsgranted between the years 2002-2018 included both aspects (creatingdependency and national interest), but such aid, contrary to whatoften pointed out in the literature, could not make Turkey a strongactor in this area and Turkey still has a limited capacity. Originality/Value: Although there are some qualitative andquantitative studies in the literature about this issue, handling offoreign aids that Turkey made in the context of national interest foreign policy and its analysis through a dependency approach,constitute the original value of this research.

Öz: Amaç: Bu çalışmanın amacı, Türkiye'nin dış yardım ve dışpolitikası arasındaki ilişkiye değinerek, yapılan yardımların yardımalan ülkenin kalkınmasına mı, yoksa Türkiye’nin ulusal çıkarlarınamı yönelik olup olmadığını araştırmaktır. Tasarım/Yöntem: Araştırmada Türkiye’nin 2002-2018 yıllarıarasında gerçekleştirmiş olduğu dış yardımlar TİKA’nın veAFAD’ın yayınladığı veriler, bu ülkelerle olan dış ticaret rakamlarıda TÜİK’in yayınladığı istatistikler üzerinden döküman analiziyöntemiyle elde edilmiş ve bağımlılık yaklaşımı üzerinden AKParti’nin uyguladığı dış politika temelinde analiz edilmiştir. Bubağlamda yardım yapılan ülkeyle bir bağımlılık ilişkisininoluşturulup oluşturulmadığı sorusuna cevap aranmıştır. Bulgular: Çalışma neticesinde 2002-2018 yılları arasında yapılanyardımların her iki yönü de (bağımlılık oluşturma ve ulusal çıkar)içerdiği, ancak literatürde sıklıkla belirtilenin aksine, sözkonusuyardımların Türkiye'yi bu alanda güçlü bir aktör yapamadığı veTürkiye'nin hala sınırlı bir kapasiteye sahip olduğu sonucunaulaşılmıştır. Özgünlük/Değer: Literatürde niteliksel ve niceliksel anlamda çeşitliçalışımalar olmasına karşın, Türkiye’nin yaptığı dış yardımlarınulusal çıkar-dış politika bağlamında ele alınması ve bununbağımlılık ilişkisi üzerinden analiz edilmesi araştırmanın özgündeğerini oluşturmaktadır.
