ÇİN REFORM TECRÜBESİNİN KALKINMA KAVRAMI ÇERÇEVESİNDE YENİDEN DEĞERLENDİRİLMESİ

Öz:
Kalkınma kavramı üzerine tartışmalar 1950’lerde sistemli bir akademik ilgiye dönüştüğündenberi kavramın anlaşılması konusunda önemli gelişmeler kaydedilmiştir. Birbirine benzer evrelersonucunda ve aynı yöntemlerle her ülkenin kalkınacağı yaklaşımının doğru olmadığı ortaya çıktıktansonra, kalkınmanın zamana ve söz konusu ülkenin koşullarına bağlı olarak gerçekleştiği ve beraberindetoplumsal ve kültürel gelişmeyle birlikte toplumsal adaleti de getirmesi gerektiği anlayışı ortaya çıkmıştır.1970’lerin sonlarında başlayan reform döneminde bütün dünyanın ilgisini çeken bir ekonomik başarıkaydeden Çin’in, aynı dönemde eşitsizlikleri ortadan kaldırmak, dolayısıyla toplumsal adaleti sağlamakkonusundaki performansı çok da iyi olmamıştır. Bu nedenle, Çin’in reform tecrübesinin kalkınmatartışmaları çerçevesinde ele alınması önem kazanmaktadır.

Öz:
There have been important improvements in understanding the concept of development since discussions on the concept had turned out to be a systematic academic interest. After it is seen that the approach which is based on the idea that each country would develop in similar stages and with the same methods, is not correct the understanding that development occurs in line with the conditions of time and related country and would bring social justice in addition to social and cultural development. China which recorded an economic success during the reform period which began at the end of the 1970s that attracted the attention of the whole world, did not have a good performance during the same period in overcoming inequalities, hence setting social justice. Because of this reson, concentrating on China’s reform experience within the perspective of discussions on development gains importance.
