Understanding the '' New '' Turkish foreing policy : Changes within continuity is Turkey departing from the west?

Öz:

AK Parti dönemindeki Türk dış politikası Türkiye'de ve yurtdışında pek çok gözlemcinin ve uzmanın dikkatini çekti ve uygulanan politika ülke içinde ve dışında çeşitli tartışmaları başlattı. Bazı dış politika uzmanları ve yorumcular bu 'yeni' politikayı geleneksel Türk dış politikasından 'radikal' bir dönüşüm olarak değerlendirdi. Bu çalışmada biz, son yedi yılda Türk dış politikasının doğasında ve yapımında önemli değişimler ve yenilikler olmakla beraber, Türkiye'nin uluslararası oryantasyonunun temel özelliklerinin değişmediğini iddia ediyoruz. Bu nedenle de son değişiklikleri 'devamlılık içerisindeki değişiklikler' olarak nitelendiriyoruz. Ayrıca Türk dış politikasında yaşanan değişimin 'liderin yönlendirdiği' bir değişim olduğunu belirtiyoruz.

Öz:

Turkish foreign policy during the AK Party reign has attracted the attention of a number of observers and analysts and generated debates both in Turkey and abroad. A number of foreign policy analysts and commentators have regarded this "new" policy as a "radical shift" from conventional Turkish foreign policy. We argue in this study that although there are some significant changes and innovations in the nature and style of Turkey's foreign policy during the last seven years; the international orientation of Turkey continues to preserve its basic nature. Thus, we define the recent changes as "changes within continuity". We also argue that Turkey's foreign policy changes may also be classified as "leader driven".
