Güvenlik çalışmalarında yeni açılımlar: Yeni güvenlik çalışmaları

Öz:
Bu makalede yeni güvenlik çalışmaları tanıtılmakta, öneri ve katkıları tartışılmaktadır. Birinci bölümde Soğuk Savaş yıllarında oluşan geleneksel güvenlik çalışmalarının zaman içindeki dönüşüm koşulları ve süreci inceleniyor. Ardından Soğuk Savaş sonrasında ortaya çıkan “yeni güvenlik” yaklaşımının temel nitelikleri kısaca gözden geçiriliyor. Bunu yaparken bu yeni yaklaşımın sadece eskisinin güvenlik anlayışının genişletilmesinden ibaret olmadığı vurgulanıyor. Bu bölümde son olarak “yeni güvenlik” yaklaşımının ne olmadığı açıklanıyor. Makalenin ikinci bölümünde yeni güvenlik çalışmalarının ana hatları ortaya koyuluyor. Bunu yaparken özellikle öncü katkıda bulunmuş olan Aberystwyth ve Kopenhag ekollerine odaklanılıyor. En son olarak da yeni güvenlik çalışmalarının en önemli görülebilecek katkısının, güvenlik kuram ve uygulamalarının (theory/practice) karşılıklı evrilmesinin nasıl incelendiğinin üzerinde duruluyor.

Öz:
This article introduces New Security Studies and discusses its main propositions and contributions. The first part of the article analyses how Cold War Security Studies were transformed in response to critics’ contributions thus making possible the emergence of ‘New Security’. This part of the article clarifies what ‘new security’ through discussing what it is not. The second part lays out the main tenets of New Security Studies. In doing so, the article focuses on two main schools, the Aberystwyth School and the Copenhagen School, their commonalities and differences. Lastly, the article discusses what could be considered as a crucial contribution of New Security Studies, a novel understanding of theory/practice relationship, or the mutually constitutive relationship between thinking about and doing security.
