ÇİN’İN 21. YÜZYILDAKİ BÖLGESEL VE KÜRESEL VİZYONUNU YENİ İPEK YOLU PROJESİ ÜZERİNDEN OKUMAK

Öz:
1978 yılından itibaren dışa açılma politikasıyla beraber hem ulusal hem de uluslararası ekonomik performansını artıran Çin, son dönemlerde küresel sistemin işleyişinde birtakım dönüşümlere öncülük etmeye yönelmektedir. 2013 yılında açıklanan Bir Kuşak Bir Yol Girişimi (One Belt One Road Initiative-OBOR) diğer adıyla “Yeni İpek Yolu Projesi”, 21. yüzyılda Çin liderliğinde bölgesel ve küresel açıdan ticari, ekonomik faydaların artırılmasından daha fazlasını ifade etmektedir. Bu proje ile Çin, ülke içerisindeki gelişmişlik farklılıklarını giderme, Asya ve Avrasya’da bölgesel gücünü derinleştirme amacını hedeflemektedir. Daha da önemlisi küreselleşmeye ‘Çin karakterli’ bir yapı kazandırmak istemektedir. 2008 Finans Krizi’nden sonra küresel düzende yaşanan değişikliklere entegre olmaktan ziyade onlara yön vermek isteyen Çin’in geniş kapsamlı Yeni İpek Yolu vizyonu, 21. yüzyılın en iddialı mega-projesi olarak bölgesel ve küresel açıdan dengeleri değiştirecek dinamikleri yaratmıştır. Bu çalışmada, Çin’in 21. yüzyıldaki bölgesel ve küresel stratejileri, Yeni İpek Yolu Projesi bağlamında ele alınmıştır. Çalışmanın ortaya koyduğu en temel sonuç, Yeni İpek Yolu Projesi’nin birçok zorluğa rağmen Çin’in hem bölgesel hem de küresel hedeflerinin gerçekleştirilmesinde pragmatik ve yapısal dönüşümlere yol açabilecek potansiyele sahip olduğudur.

THE READING CHINA’S REGIONAL AND GLOBAL VISION IN THE 21st CENTURY THROUGH THE NEW SILK ROAD PROJECT

Öz:
China, which has increased both its national and international economic performance with its internationalization policy since 1978, has recently tended to lead some transformations in the functioning of the global system. The One Belt One Road Initiative (OBOR), also known as the “New Silk Road Project”, announced in 2013, means more than enhancing the regional and global commercial and economic benefits under China’s leadership in the 21st century. With this project, China aims to eliminate the country’s development differences and deepen its regional power in Asia and Eurasia. More importantly, it wants to bring a ‘Chinese character’ structure to globalization. After the 2008 Financial Crisis, China’s comprehensive New Silk Road vision, which wants to steer rather than integrate the global order changes, has created dynamics that will change the balances regionally and globally as the most ambitious mega-project 21st century. In this study, China’s regional and global strategies in the 21st century are discussed in the New Silk Road Project context. The most fundamental result revealed by the study is that the New Silk Road Project has the potential to lead to pragmatic and structural transformations in the realization of China’s regional and global goals, despite many difficulties.
