Dijital Çağda Siyasal Katılım: Toplumsal Hareketler ve Siyasi Partiler

Öz:
Son yirmi yılda her geçen gün daha yaygın olarak kullanılan sosyal medya araçları, toplumsal hareketlerle siyasi partilere etkileşimli ve birleşik bir platform sunmuştur. Yeni iletişim araçları veya daha genel anlamda dijital ekosistem, vatandaşı siyasete bağlayan yeni ve geri dönüşü olmayan bir kanal oluşturmuş ve geleneksel siyaset paradigmasını değiştirmeye başlamıştır. Dijital çağda siyasetin dönüşümü ile ilgili olarak yapılan çalışmalarda siyasi partilerin bu süreçten nasıl etkilendiği konusu incelenmiş, iyimser ve kötümser yaklaşımlar ortaya çıkmıştır. Siyasi partilerin tarihine bakıldığında, modern siyasetin ayrılmaz bir parçası olan bu kurumsal yapıların gelişen koşullara uyum sağlama kapasitelerinin yüksek olduğu görülmekle birlikte dijital çağa uyum sağlama konusunda geride kaldıkları gözlenmektedir. Bu çalışma, toplumsal hareketlerle siyasi partiler arasındaki ilişkileri ve dijital çağın bu ilişkileri nasıl etkilediğini incelemeyi amaçlamaktadır. Araştırma kapsamında öncelikle bazı toplumsal hareketlerin siyasi partilere dönüşmesi ve daha sonra dijital ekosistemin siyasal katılım tarzını dönüştürmesi incelenmiş ve bu çerçevede yeni bir parti tipi olarak ortaya çıkan dijital parti kavramı, konu hakkında oldukça yeni olan literatüre dayalı olarak değerlendirilmiştir. Uzun bir süre tartışılmış olan siyasi partilerin düşüşü tezinde ve popülizmin yükselişinde; nüfusun artması, yoksulluğun artması, orta sınıfın gelirinin azalması, teknolojinin gelişmesi, ekolojik tahribat ve terör gibi ulusal ve global ölçekte çetrefilli durum ve sorunların ortaya çıkması, geleneksel siyasetin ise buna yeterli olamaması yatmaktadır. Yirmi birinci yüzyılın krizlerinin ve buna bağlı ortaya çıkan popülist siyaset tarzının sonucu olarak, birtakım siyasi partilerin, toplumsal hareketlerin stratejilerini kullanarak örgütlendiği gözlenmektedir. Çoğunlukla bu bağlamda ortaya çıkan dijital partilerin en büyük özelliği şüphesiz iletişim ve organizasyon aracı olarak dijital teknolojileri kullanmalarıdır. Fakat bu partileri, diğer siyasi partilerden ayıran şey sadece dijital sosyal ağ mekanizmalarının kullanılması ile ilgili değildir, siyasi parti paradigmasını değiştiren derin bir farklılık vardır. Kuzey Avrupa ülkelerindeki Korsan Partilerden İspanya’da Podemos, Fransa’da Insoumise ve Birleşik Krallık’taki İşçi Partisi’nin popülaritesinin artmasını sağlayan Momentum gibi sol popülist hareketlere kadar yirmi birinci yüzyılda ortaya çıkan bir dizi yeni siyasi oluşumda bu farklılık gözlenmektedir.

Political Participation in the Digital Age: Social Movements and Political Parties

Social media tools, which have been used more and more widely in the last two decades, have provided an interactive and unified platform for social movements and political parties. The new means of communication, or more generally the digital ecosystem, have created a new and irreversible channel that connects the citizen to politics and has begun to change the traditional paradigm of politics. In the studies on the transformation of politics in the digital age, the issue of how political parties are affected by this process has been examined, and optimistic and pessimistic approaches have emerged. However, when we look at the history of political parties, it is observed that these institutional structures, which are an integral part of modern politics, have a high capacity to adapt to developing conditions, but lag behind in adapting to the digital age. This study aims to examine relations between social movements and political parties and how the digital age affects these relations. Within the scope of research, firstly, the transformation of some social movements into political parties and then the transformation of the digital ecosystem’s political participation style were examined, and within this framework, the concept of digital party, which emerged as a new party type, was evaluated based on the relatively new literature on the subject. In the thesis of the decline of political parties and the rise of populism, which discussed for a long time, the following reasons have been put forward; increase in population, increase in poverty, decrease in the income of the middle class, development of technology, the emergence of difficult situations and problems on a national and global scale such as ecological destruction, terrorism, and inadequacy of traditional politics. As a result of the crises of the twenty- first century and the emerging populist political style, it is observed that some political parties are organized using the strategies of social movements. The biggest feature of digital parties that mostly emerged in this context is undoubtedly the use of digital technologies as a means of communication and organization. But what distinguishes these parties from other political parties is not only the use of digital social networking mechanisms, there is a profound difference that changing the political party paradigm. This difference is observed in several new political formations that emerged in the twenty-first century, from Pirate Parties in Northern European countries to left-populist movements such as Podemos in Spain, Insoumise in France, and Momentum, which helped boost the popularity of the Labor Party in the UK.
