TY - JOUR TI - Assessment of System Performance in Erzincan Altınada Irrigation Schemes AB - This study was conducted in order to monitor and evaluate the performance of the Erzincan Altınada Irrigation Association scheme in the years 2014-2018. In the study, the performance measurement parameters used and recommended in previous studies were used. These parameters were consisting of irrigation area ratios, net and total water supply rates, production value rates, the financial return values and financial efficiency ratios, water fee collection rates, sustainable irrigated area ratios and profitability ratio in the study years. While total irrigated agricultural area was 3600 hectares, in the research years, it was determined that plant production areas changing between 2254.93 hectare and 2751.56 hectare. Sustainable irrigation area ratios were between 130.83 percent and 159.65 percent, irrigation area ratios were between 62.64 percent and 76.43 percent. While monthly net irrigation water supply ratio in the scheme is between 0.78 and 3.44, total water supply ratio also changes between 1.53 and 6.70. These results indicate that farmers have too much water use tendency. The production value ratio in Altınada irrigation varied between 33.05% and 44.79%, and the profitability ratio varied between 0.95 and 2.59. The financial efficiency ratios were varied from 22.70% to 53.30%, while financial capability ratios were 45.24% to 101.64%. While the collection rates of irrigation water fees were varied from 13.0% to 96.0% on an annually, the total collection rates were from 89% to 169%. It was determined that the planning targets could not be achieved in terms of economic parameters. It was concluded that in order to achieve the production targets, the irrigation area ratio should be increased in the scheme, the production pattern with high financial returns should be selected and financial resources should be used more effectively.
