Evde Bakım Sağlık Hizmeti Veren Elektrikli Araçların Rotalama Ve Çizelgeleme Problemleri

Öz:
Dünya genelinde, özellikle gelişmiş ülkelerde yaşlanan ve artan nüfus, hastanelerdeki hizmete göre daha düşük maliyetli ve etkinlik düzeyi yüksek olan evde sağlık bakımına olan talebi giderek arttırmaktadır. Evde sağlık bakımı en hızlı büyüyen sektörlerden birisidir. Fakat evde sağlık bakımı hizmetlerinin yaygınlaşması, sağlık çalışanlarına ek iş yükü getirmektedir. Bu hizmet, sağlık meslek mensuplarının engelli ve yaşlı insanlara sağladığı geniş çaplı hizmetleri içerir. Çeşitli düzenleyici ve operasyonel kısıtlar göz önüne alındığında, evde sağlık bakımı servis sağlayıcıları hizmeti veren personeli (genellikle hemşireleri) hastalara atar ve personelin çalışma zamanlarını planlar. Personelin seyahat rotaları ve her bir talep noktasını ziyaret zamanı belirlenmelidir. Farklı lokasyonlarda bulunan müşterilerin taleplerini karşılamaktan sorumlu bir araç filosu için minimum maliyetli rotaların belirlenmesi hedefleyen Araç Rotalama Problemi (ARP), elektrikli ARP’ye dönüştüğünde, müşteri taleplerinin karşılanması için elektrikli araçlar kullanılır ve bu araçların şarj ihtiyaçları göz önüne alınır. Bu projede, Evde Bakım Sağlık Hizmeti Veren Elektrikli Araçların Rotalama ve Çizelgeleme Problemi’nin; (i) hızlı şarj özelliği, (ii) çok periyot ve hızlı şarj özelliği, (iii) heterojen araç filolu ve hızlı şarj özelliği ve (iv) diyaliz hizmeti ve kamusal hızlı şarj istasyonları özelliği olmak üzere dört farklı çeşidi çalışılmıştır. Her bir problem karma tamsayılı matematiksel programlama modeli olarak formüle edilmiştir. Gerçek hayat verileri örnek alınarak geniş kapsamlı test problemleri türetilmiştir. Geliştirilen matematiksel modellerle küçük boyutlu problem örnekleri için kesin çözüm elde edilmiştir. Her bir problem çeşidinin gerçek boyutlu örnekleri için çözüm yöntemi olarak, çeşitli gelişmiş prosedürleri içeren, etkili ve yenilikçi metasezgisel algoritmalar geliştirilmiştir. Bu algoritmalar; kurucu sezgiseller, değişken komşuluk arama, uyarlanabilir geniş komşuluk arama, açgözlü rassal arama prosedürü gibi literatürde etkinliği kanıtlanmış sezgisel yöntemlere dayanmaktadır. Elde edilecek sonuçlar çeşitli performans kriterlerine göre değerlendirilmiş ve etkileri tartışılmıştır. Gerçekleştirilen geniş kapsamlı deneysel çalışmalar sonucunda, geliştirilen optimizasyon çözüm yöntemlerinin etkinlikleri başarıyla ortaya konulmuştur.

Öz:
The aging and growing population in the world, especially in developed countries, increases the demand for home health care which has lower cost and high efficiency than treatment at hospitals. However, the spread of home health care (HHC) services brings additional workload to health workers. This service includes a wide range of services to people with disabilities and older people. HHC providers assign staff (usually nurses) who provide service to patients and plan their working time. Routes of the staff and time to visit each demand node should be determined. The main difference between traditional Vehicle Routing Problem (VRP), which aims to determines minimum cost routes for a fleet of vehicles to meet the demands of customers in different locations, and the Electric VRP is the using of electric vehicles to meet customer demands and consideration of the charging needs of these vehicles. In this project, four different versions of the Home Healthcare Electric Vehicle Routing and Scheduling Problems have been studied. These are (i) fast charging feature, (ii) multi-period and fast charging feature, (iii) heterogeneous vehicle fleet and fast charging feature, and (iv) dialysis service and public charging stations feature. Each problem is formulated as a mixed integer linear programming model. Comprehensive test problems are generated by considering real-life data. With the developed mathematical models, exact solutions have been obtained for small-sized problem examples. Effective and innovative metaheuristic algorithms including various advanced procedures were developed as a solution method for large-size instances of each problem type. These algorithms based on the successful heuristics from the literature such as constructive heuristics, variable neighborhood search, adaptive large neighborhood search, and greedy randomized adaptive search procedure. Obtained results are evaluated and discussed according to various performance measures. In the extensive computational experiments, the effectiveness of the developed optimization methods have been successfully demonstrated.
