Demokratik barış teorisi: Bir değerlendirme

Öz:
Demokratik barış teorisi (DBT) 1980’lerden bu yana Uluslararası İlişkilerdisiplini içerisinde en çok tartışılmış ve çalışılmış teorilerden birisi, belkide birincisidir. Buna rağmen DBT’ye yönelik Türkçe çalışmalar yokdenecek kadar azdır. Bu makalede önce DBT’nin kökleri, teorikargümanları, tarihsel gelişimi ve ampirik desteğinin bir özetisunulmaktadır. Daha sonra da DBT’ye yönelik teorik ve ampirikeleştirilerin ışığında bu teorinin bir değerlendirilmesi yapılmaktadır. Özolarak belirtmek gerekirse, DBT literatürünün erken dönemdeki bulgularıdisiplinin içindeki ve dışındaki birçok kişiyi kalıcı bir uluslararası barışkonusunda heyecanlandırmışsa da, bugün gelinen noktada demokrasi vebarış arasındaki ilişkinin gerçekliği ve gücü oldukça tartışmalıdır.

Democratic peace theory: An analysis

Öz:
The democratic peace theory (DPT) is one the most studied theories inthe discipline of International Relations (IR) since 1980s. However, there are few,if any, studies in Turkish on DPT. In this article, I first provide a summary of theintellectual roots, theoretical arguments, historical evolution, and empirical sup- port of the DPT. I then make an extensive evaluation of the DPT in light of thetheoretical and empirical critiques of the theory. Put briefly, I maintain that, de- spite the fact that the early findings in the DPT literature generated enthusiasmboth within and outside of the discipline regarding a probable “eternal peace”, thefactuality as well as the strength of the relationship between democracy andpeace is highly contested today.
