Güvenlik yönetişimi çerçevesinde özel askeri şirketler

Öz:
Daha önceden sadece egemen devletlerin yetkisinde bulunan işlevleri “kamu yararı” adına artıkdevlet-dışı aktörlerin kamu kuruluşları ile birlikte yerine getirmesi, bir tür yönetişim anlayışı- nı ortaya çıkarmaktadır. Bu çalışmada “güvenlik yönetişimi” devlet ve bir devlet dışı aktör olanaskeri hizmet sağlayıcılar arasında birlikte çalışmayı yapılandıran ağı betimlemektedir. Bu çalış- manın amacı güvenlik yönetişimi perspektifi nden özel askeri şirketlerin uluslararası güvenlik ala- nındaki rolünü açıklamak suretiyle Uluslararası İlişkiler alanındaki kuramsal boşluğu bir ölçüdekapatmaktır. Çalışmanın birinci bölümünde güvenlik yönetişimi anlayışı açıklanmaktadır. İkincibölümde sırasıyla özel askeri sektör, sektörün sınıfl andırması, sektörün tarihi arka planı ve sondönemde sektörde neler olduğu anlatılmaktadır. Üçüncü bölümde bu şirketlerin askeri faaliyetle- rinin hukuki durumu ve normatif boyutu tartışılmaktadır. Son bölümde ise özel askeri şirketleringüvenlik yönetişimi çerçevesinde değerlendirmesi yapılmaktadır. Sonuçta, özel askeri şirketlergüvenlik yönetişimi anlayışı içinde faaliyet gösteren uluslararası sistemin özel sektör aktörleridir.

Private military companies within the perspective of security governance

Öz:
From a governance perspective, sovereign states used to hold the authority of performing certain functions for the sake of ‘public interest’ but recently governments have begun to share thisauthority with non-state actors. In this article, ‘security governance’ defi nes the network whichconstitutes co-operation between the states on the one hand and military service providers asnon-state actors on the other. The purpose of this article, from the perspective of security gover- nance, is to analyze the role of private military companies in the field of international security inorder to fill a gap in international relations theory to some extent. The first part introduces thedifferences between governance and government and the concept of security governance. Thesecond part explains in turn the private military sector, classifi cation of the sector, its historicalbackground, activities, and services. The third part discusses the legal status of their military ac- tivities and the normative dimension. Finally, all matters relating to private military companiesare subjected to an overall evaluation from the conceptual perspective of security governance.Consequently, private military companies are the only actor of the international system in secu- rity governance offering military services by contract.
