Assessing Impacts of COVID-19 on Agricultural Production and Food Systems in the World and in Turkey

Öz:
The coronavirus (COVID-19) pandemic entered the world’s agenda as a devastating health issue at the beginning of 2020. In addition to health and survival related effects of the novel virus, economic effects had shown up as well. People realised the importance of agriculture and the food system when accessibility to those supplies diminished. This paper aimed to assess and discuss the impacts of COVID-19 on agricultural production and food supply systems both globally and in Turkey. The sector and correlated sectors have been affected negatively both in terms of demand and supply. The challenges agriculture has faced are similar everywhere around the globe. These challenges are reducing supplies due to seasonality of production and lack of seasonal or migrant labour, rising prices due to reduced international trade, reducing demand due to lockdown implementations and changing attitudes of consumers. The only way to cope with these challenges and prepare for the future is to analyse the current situation of agriculture and food system, to utilise tools to empower suppliers, to adapt supply systems respecting changing customer attitudes and to assure food security and safety of livelihoods. This global projection is also valid for Turkey. In addition, there are opportunities for Turkish agriculture regarding rising export potential and possibilities to integrate agriculture and food production industries.

COVID-19’un Dünyada ve Türkiye’de Tarımsal Üretim ve Gıda Sistemlerine Etkisinin Değerlendirilmesi

Öz:
Korona virüs (COVID-19) pandemisi dünya gündemine 2020 yılının başında yıkıcı bir konu olarak girdi. Yeni nesil virüsünün sağlık ve yaşamın sürdürülebilirliğinin yanında ekonomik etkileri de görünür oldu. İnsanlar tarım ve gıda sistemlerinin önemini, bunların arzına erişimleri azaldığında fark ettiler. Bu yayın COVID-19’un tarım ve gıda sistemlerine olan etkisini hem dünya geneli hem de Türkiye için değerlendirme ve tartışmayı amaçlamıştır. Sektör ve buna bağlı olan sektörler hem talep hem de arz açısından olumsuz etkilendi. Tarımın karşı karşıya kaldığı değişiklikler dünya üzerinde neredeyse her yerde aynı oldu. Bu değişiklikler üretimin dönemselliği ve geçici ya da göçer işgücü arzı eksikliğine bağlı olarak oluşan arz daralması, dış ticarete bağlı fiyat artışları, karantina uygulamalarına bağlı talep daralması ve tüketici tercihlerinin değişmesi şeklindedir. Bu değişikliklerle başa çıkma ve geleceğe hazırlanmanın tek yolu tarım ve gıda sisteminin mevcut durumunu analiz etmek, üreticileri destekleyecek araçlar kullanmak, arz sistemlerini değişen tüketici eğilimlerine uyarlamak ve tüm canlıların gıda güvenliği ve güvencesini sağlamaktır. Küresel öngörüler Türkiye için de geçerlidir. Ek olarak, artan ihracat potansiyeli ile tarım ve gıda üretim endüstrilerini entegre etme olasılıkları nedeniyle Türkiye için fırsatlar bulunmaktadır.
