Öz:

Ülkelerin gelişmesinde önemli bir rol üstlenen gençlerin toplam nüfus içindekipayı Türkiye’de fazladır. Bu anlamda Türkiye’nin gelişme yolunda önemli adımlar atıyorolması gerekir. Ancak Türkiye’nin genç nüfusuna istihdam olanağı sağlayamadığı, sonyıllarda giderek artan genç işsizlik oranlarından anlaşılmaktadır. İşsizler içinde eğitimligençlerin payı fazla olduğundan genç işsizliğinin incelenmesi ayrı bir önem arz etmektedir.Bu nedenle çalışmamızda, Türkiye’de 1988-2010 yılları arasında eğitim ve büyümenin gençişsizliğine etkisi Vektör Otoregresif (VAR) Model uygulanarak ekonometrik olarakincelenmiştir. Elde edilen bulgular, incelenen değişkenler arasında genç işsizliğindenortaöğretim okullaşma oranına, ortaöğretim okullaşma oranından büyüme oranına, gençişsizliği ve ortaöğretim okullaşma oranından yükseköğretim okullaşma oranına doğru birnedenselliğin olduğu yönündedir. Genç işsizliğini uzun dönemde kendisinden sonra en çoketkileyen değişken, büyüme ve yükseköğretim okullaşma oranı olarak karşımıza çıkmakta vebu değişkenler genç işsizliği ile mücadelede bir politika aracı olarak belirlendiği takdirdegenç işsizliği oranlarının azalma yönünde olduğu belirlenmiştir.

Öz:

Youth has an important role in the development of countries and Turkey has alarge share of young people in its overall population. In that regard, Turkey should be in aposition to take important steps on the way to development. However, Turkey cannotprovide employment opportunities to its young population as understood by the increasingunemployment figures during the recent years. As educated young people have a highershare among the unemployed, analyzing youth unemployment is of special importance. Tothis end, by using a Vector Auto-regressive Model (VAR), we econometrically analyzed theimpacts of education and growth on unemployment of the young people during 1988-2010.Through the variables analyzed, our findings guided us to causality from youthunemployment to secondary school enrolment, from secondary school enrolment rate togrowth rate, from youth unemployment and secondary school enrolment to highereducation enrolment. In the long run, apart from itself, the most important variableinfluencing youth unemployment was the growth rate and the higher education enrolment rate. If these variables were to be used as policy tools to combat youth unemployment, weidentified that there would be a trend towards decreasing youth unemployment.
