Finansal İstikrar(sızlık) ve Kurumsal Kalite İlişkisi: Türkiye Örneği

Öz:
Çalışmanın temel amacı, kurumsal kaliteyi yansıtan değişkenler (regülasyon ka- litesi, hukukun üstünlüğü, rüşvetin kontrolü, politik istikrar, hükümetin etkinliği,hesap verilebilirlik) ile finansal istikrarsızlık arasında bir ilişki olup olmadığını or- taya koymaktır. Bu çerçevede finansal istikrarı temin etme sürecinde makroeko- nomik değişkenler dışında ülkelerin yönetimsel etkinlik ve kurumsal kalitelerininrolü tartışmaya açılmış olacaktır. Çalışmada, 2002-2012 dönemi verileri kullanı- larak regresyon modeli tahmin edilmiştir. Ampirik sonuçlar genel olarak değer- lendirildiğinde, politik istikrar ve hesap verilebilirlik değişkenleri istatistiksel olarakanlamlı bulunmamıştır. Buna karşın, regülasyon kalitesi, hukukun üstünlüğü, rüş- vetin kontrolü ve hükümetin etkinliği değişkenleri ise istatistiksel olarak anlamlıbulunmuştur. Diğer bir ifadeyle, ilgili dönemde Türkiyede politik istikrar ve hesapverilebilirlik dışındaki kurumsal kalite değişkenlerinin finansal istikrarsızlığı azalt- tığını göstermektedir. Çalışma sonuçlarına göre, finansal istikrarsızlık üzerindeetkili olan en önemli değişken, regülasyon kalitesidir.

Financial (in)Stability and Institutional Quality Relationship: Evidence from Turkey

Öz:
The main purpose of the study, is to determine whether a relationship betweenwith variables reflecting institutional quality (regulation quality, rule of law, corrup- tion control, political stability, government effectiveness, voice and accountabi- lity) and financial instability. In this context, to ensure financial stability in exceptfor the macroeconomic variables, the role of institutional quality and the administ- rative activities of the country will be opened to discussion. In the study, regressi- on model was estimated using 2002-2012 period data. The empirical results aregenerally evaluated, political stability and accountability variables were not sta- tistically significant. However, the quality of regulation, rule of law, control of cor- ruption and government effectiveness variables were statistically significant. Inother words, except political stability and accountability, the variables of instituti- onal quality shows that it reduces to financial instability in relevant period. Accor- ding to the results, the most important variable that is effective on financial insta- bility is the regulation quality.
