NORDİK ÜLKELERİNDE İDARELERARASI MALİ İLİŞKİLER

Öz:
Yerel yönetimlerin reformu ve yeniden organizasyonu sürekli gündemde olan bir konudur. Son 30 yıldır, birçok ülkede; idarelerarası ilişkilerin nasıl organize edilmesi gerektiği, hangi yetki ve sorumlulukların yerel yönetimlere devredileceği, hangi vergilerin ve ne ölçüde farklı yönetim kademelerine tahsis edilebileceği ile yerel yönetimlere ne kadar özerklik verileceği gibi bir dizi soruya cevap aramaktadır. Ancak bu soruların doğru cevapları henüz tam olarak kesin bir hükme bağlanamamıştır. Ancak, idarelerarası ilişkiler sisteminde sorun yaşayan ülkeler, dünyanın geri kalanındaki iyi uygulamaları inceleyerek, kendileri için en uygun sistemi bulmaya çalışmaktadır. Pek çok gelişmiş ve gelişmekte olan ülke gibi Türkiye'de de idarelerarası ilişkilerin düzenlenmesi önemli bir gündem işgal etmektedir. Bu nedenle, dünyanın farklı bölgelerindeki başarılı uygulamalar, Türkiye'de idarelerarası ilişkilerin yeniden tesisi için rehberlik edebilecektir. Bu çalışmanın temel amacı, Nordik ülkelerinin yerel yönetim sistemini analiz etmek ve bu ülkelerin yerel yönetim uygulamaları ve tecrübelerinden bazı dersler çıkarabilmektedir

INTERGOVERNMENTAL FISCAL RELATIONS IN NORDIC COUNTRIES

Öz:
The reform and reorganization of local government system has always been on the agenda. For the last 30 years, many countries have been seeking an answer a series of quesitions on reorganization of intergorvernmental fiscal relations such as how intergovernmental fiscal relations should be organised, what powers and responsibilities should be devolved to local governments, which types of taxes are most suitable for use by local government, how much local autonomy should be granted to local government. But, accurate answers of these questions are not yet arrived at an exact decision. Hovewer, countries experiencing problems in the area of intergovernmental fiscal relations is trying to find most suitable system for them by examining the best practices of the rest of the world. Like many developed or developing countries, rearrangement of intergovernmental fiscal relation has been an important agenda in Turkey. Therefore, successful practices in different regions of the world will be able to provide guidance for the re-organization of intergovernmental relations in Turkey. The main objective of this study is to analyse the local government system of Nordic countries and draw some lessons from their practices and experiences
