Elestirel Güvenlik Çalısmalarının Marksist Elestirisine Katkı: Devlet, Zor ve Sınıf Mücadelesi Baglamında "Güvenligi" Yeniden Düsünmek

Öz:
1945'ten günümüze büyük ölçüde uluslararası iliskiler disiplini altında gelisen ve 11 Eylül sonrasında dünya çapında hayata geçirilmeye baslanan otoriter devlet politikaları nedeniyle son yıllarda pek çok sosyal bilim disiplini içinde de ilgi çekmeye baslayan "güvenlik çalısmaları" alanına Marksistler de giderek dahil olmaya baslamıstır. Tartısmaya "güvenligin elestirisi" baglamında katılan Marksist yazarların bu ilgisini kıskırtan, 11 Eylül'ün yanı sıra neoliberal dönemde özellikle 2008 küresel kapitalist krizi sonrası belirginlesen, toplumsal muhalafeti açık siddetle bastırmaya dönük devlet politikaları olmustur. Bu makale, güvenlik ve zor iliskilerinde yasanan güncel degisimlere iliskin aslında 1990'lardan bu yana sekilllenmekte olan Marksist yazını kusbakısı gözden geçirmeyi ve bu yazın içinde ayrı bir yer tutan devletin dönüsümü-odaklı çözümlemelerin elestirel bir degerlendirmesini yaparak bu yazına katkıda bulunmayı hedeflemektedir. Bu degerlendirmede, güvenlik çalısmalarının elestirisine odaklanan Marksist çalısmalar, Marksist devlet kuramları içinde yapılan metodolojik tartısmalara referansla ele alınacaktır. Makale, bu çerçevede, güvenligin Marksist elestirilerinin, islevsellikle iradilik arasında salınan devlet yaklasımları nedeniyle malul oldugu metodolojik sorunlara dikkat çekecektir. Bu sorgulama üzerinden aynı zamanda, Marksist güvenlik elestirilerinin devletlerin güvenlik yapılanmasına iliskin suskun kaldıgı kimi konuların da altı çizilecek, günümüzde siyasi alanda yasanan dönüsümleri bütünlüklü olarak anlamanın yolunun, ayrı hatlarda devam edegelen bu iki Marksist tartısma hattının birarada ele alınmasıyla üretilecek kavramsal araçlarla, güvenlik, zor ve devlete iliskin alternatif tarihsel okumalar yapılmasından geçtigi vurgulanacaktır.

"Security studies," the development of which has remained largely confined to the discipline of international relations since 1945, have started attracting the attention of Marxist scholars -besides the ones in other social science disciplines- in recent years due to the implementation of authoritarian state practices all over the world in the post 9/11 era. Marxists, who have been involved in these debates within the context of the "critique of security," were provoked by the violent state policies used to suppress social opposition in the neoliberal era, particularly after the 2008 global capitalist crisis. This article aims to have a bird's eye view on this emergent Marxist literature on the relations of security and coercion, which has been indeed developing since 1990s, and to contribute to it through an imminent critique of those perspectives that hold a specific place in this literature. Such Marxist studies on the critique of security will be evaluated with reference to the hitherto made methodological debates in the Marxist theories of state. By doing so, the article will highlight the methodological problems of Marxist critiques of security that rest on their either functionalist or voluntarist perceptions of state. The article will also underline the silence of Marxist critiques of security on some issues of state's security structures, and propose that making holistic sense of current political transformations requires the common utilization of both of these Marxist lines of thought to produce new analytical tools, and thus to develop alternative historical narratives on security, coercion and state.
