Gelişmiş Ülkelerde Cinsiyete Duyarlı Politikalar: Avusturya, Kanada ve İsveç’te Yerel Hizmet Uygulamaları

Gelişmiş Ülkelerde Cinsiyete Duyarlı Politikalar: Avusturya, Kanada ve İsveç’te Yerel Hizmet Uygulamaları
Öz: Toplumsal eşitsizliklerin ortadan kaldırılması ya da derinleşmesinde, yerel düzeydekikamusal hizmetlere yönelik oluşturulan politikalar hayati önem taşımaktadır. Bu kap-samda yerel nüfusun yaklaşık yarısını oluşturan ve hali hazırda eşitsiz konumda bulu-nan kadınların kentsel mekan ve hizmetler içerisindeki mevcut durumunun incelenmesi,toplumsal cinsiyet eşitsizliklerine yönelik çözüm üretilmesinde önemli bir aşamayı oluş-turmaktadır. Bu çalışma yerel hizmetler ve toplumsal cinsiyet ilişkisi temelinde kentseldüzenin kuruluşuna ilişkin iyi uygulama örneklerini ortaya koymayı amaçlamaktadır. Bukapsamda, toplumsal cinsiyete duyarlı kentsel düzenlemede dünyaya örnek teşkil edebile-cek düzeydeki üç ülke seçilmiştir. Bunlar sırasıyla Avusturya, Kanada ve İsveç’tir. Söz ko-nusu ülkelerde cinsiyete duyarlı kentsel hizmet planlama örneklerine değinilmeden öncebu ülkelerde eğitim, ekonomi, sağlık gibi temel alanlarda kadınların konumları erkeklerlekarşılaştırmalı olarak incelenmiştir. Böylece kadınların bahsi geçen alanlardaki konum-ları ile cinsiyete duyarlı kentsel hizmet üretimi arasındaki ilişkinin de ortaya konulmasıplanlanmıştır.

Gender Sensitive Policies in Developed Countries: Local Service Practices in Austria, Canada and Sweden
Öz: The policies established for public services at local level are crucial in remov- ing or deepening the social inequalities. Within this context, examining the current con- dition of women who form about half of the local population and are already in unequal position, with regard to urban spaces and services forms an important stage for finding solutions to gender inequalities. This study aims to display the good practices about the organization of urban system on the basis of the relation between local services and gen- der. In this context three countries which can be considered more powerful universally in the gender based practices were selected. These are Austria, Canada and Sweden. But before the gender sensitive practices in urban service planning of those countries, wom- en’s status relative to men in them in basic areas like education, economy, health etc. will be studied. Thus the relationship between women’s status in aforementioned areas and the production of gender sensitive urban services is planned to be introduced.
