EKONOMİK BÜYÜME VE İŞSİZLİK ARASINDAKİ İLİŞKİNİN OECD ÜLKELERİ DÜZEYİNDE EKONOMETRİK BİR ANALİZİ

EKONOMİK BÜYÜME VE İŞSİZLİK ARASINDAKİ İLİŞKİNİN OECD ÜLKELERİ DÜZEYİNDE EKONOMETRİK BİR ANALİZİ
Öz: Ekonomik büyüme ve istihdam düzeyi gerek gelişmiş gerekse de gelişmekte olan ülkeler için oldukça önemli iki makroekonomik göstergedir. Bu iki kritik gösterge arasındaki ilişki, Okun (1962) tarafından formülize edilmiş ve ekonomik büyümenin işsizlik oranını azaltacağı belirtilmiştir. Okun Yasası teorik olarak güçlü bir çerçeve ve tutarlı bir yaklaşım sunmasına rağmen, son yıllarda dünya ekonomisinde kaydedilen büyüme performansı veri iken, işsizlik oranlarında kayda değer bir iyileşmenin sağlanamaması (istihdamsız büyüme), ekonomik büyüme ve istihdam arasındaki ilişkinin zayıfladığı şeklinde yorumlanmaktadır. Bu tartışmalar ışığında 2000-2016 dönemini kapsayan çalışmada, 34 OECD ülkesinde, ekonomik büyüme ve işsizlik arasındaki nedensellik ilişkisinin iktisat teorisinin sağladığı bilgiyle uyumlu olup olmadığının tespit edilmesi amaçlanmıştır. Bu amaç doğrultusunda gerçekleştirilen Dumitrescu ve Hurlin (2012) nedensellik analizi sonucunda ekonomik büyüme ve işsizlik oranları arasında iki yönlü bir nedensellik ilişkisinin olduğu; böylece Okun Yasası’nın geçerli olduğu tespit edilmiştir.

Econometric Analysis of the Relationship Between Economic Growth and Unemployment at the OECD Countries
Öz: Economic growth and level of employment are macroeconomic indicators that are important for both developed and developing countries. The relationship between these two critical indicators has been formulated by Okun (1962) and it is argued that increase of economic growth will reduce the unemployment rate. Although the Okun Law provides a theoretically strong framework and a consistent approach, given the growth performance recorded in the world economy in recent years, the lack of a significant improvement in unemployment rates (jobless growth) has been interpreted as a weakening of the relationship between economic growth and employment. In the light of these discussions, it is aimed to determine whether the causality relation between economic growth and unemployment is consistent with the information provided by the economic theory, in the 34 OECD countries, covering the period 2000-2016. For this purpose, Dumitrescu and Hurlin (2012) causality analysis has been applied and the results show that there is a two-way causality relation between economic growth rate and unemployment rate; so that the Okun Law was found to be valid.
