TÜRKİ CUMHURİYETLERİNDE SAĞLIK HARCAMALARININ BELİRLEYİCİLERİ: BİR PANEL VERİ ANALİZİ

Öz:
Bu çalışmada, Türki Cumhuriyetlerinde sağlık harcamalarının belirleyicileri panel veri metodolojisikullanılarak 1995-2015 dönemi itibariyle araştırılmaktadır. Değişkenler arasındaki eşbütünleşme ilişkisininvarlığı Pedroni ve Kao eşbütünleşme testleriyle belirlenmiştir. Değişkenlerin uzun dönem katsayılarınıntahmininde Panel Dinamik EKK (PDOLS) tahmin yöntemi kullanılmıştır. Değişkenler arasındaki nedensellikilişkileri ise Panel Hata Düzeltme Modeli (PVECM) Granger nedensellik testi ile analiz edilmiştir. Uygulamasonuçları değişkenler arasında eşbütünleşme ilişkisinin olduğunu göstermektedir. Elde edilen sonuçlar kişibaşına sağlık harcamalarının sırasıyla kentleşme, kişi başına reel gelir ve 65 yaş üstü nüfus tarafındanbelirlendiğini ortaya koymaktadır. Nedensellik analizi sonuçlarına göre kentleşme, kişi başına reel gelir, 65 yaşüstü nüfus ve hekim sayısı ile kişi başına sağlık harcamaları arasında uzun dönemde karşılıklı bir nedensellikilişkisi söz konusudur. Sonuçlar, Türki Cumhuriyetleri için önemli politika eğilimleri sunmaktadır.

THE DETERMINANTS OF HEALTH EXPENDITURES IN TURKIC REPUBLICS: A PANEL DATA ANALYSIS

Öz:
In this study, the determinants of health expenditures were investigated by using panel data methodology in the Turkic Republics over the period of 1995-2015. The presence of cointegration relationship between the variables was determined by the Pedroni and Kao cointegration tests. The Panel DOLS estimation method was used to estimate the long run parameters of variables. The causal relationship among the variables were investigated employing Panel VECM Granger causality test. Empirical results indicate that there exists a cointegration relationship between the variables. Empirical results also indicate that per capita health expenditures are determined by urbanization, per capita real income and population above 65 years old. Causality analysis results reveal that there exists a bi-directional causal linkage among urbanization, per capita real income, population above 65 years old, the number of physicians, and per capita health expenditures in the long run. The results can present important policy implications for Turkic Republics.
