CIVIL-MILITARY RELATIONS IN THE BALKANS: THE DETERMINANTS OF DEMOCRATIC TRANSFORMATION

Öz:
The article makes a comparative analysis of civil-military relations in the Balkan states,which have experienced a radical transformation since the end of the Cold War. Doubtlessly,building a stable civilian control over armed forces is a primary requirement for democraticconsolidation. Thus, especially during the post-Cold War era, the volume of the relevant studiesshowed a drastic increase to find solutions to the newly emerged civil-military problems. In thecore of these new studies, there were former communist states such as the ones in the Balkanregion. Indeed, military subordination to the civilian rule has been one of the most contestedtopics in the Balkans during the democratic consolidation. The main reason behind this is notonly the importance of the case but its relationship with several other political variables. Thedemocratisation of civil-military relations has been affected by a number of determinantfactors, such as the Yugoslavian Civil War, relations with the European Union (EU,) and theNorth Atlantic Treaty Organisation (NATO). Hence, at this point, the purpose of this article isto discuss the complex relations between these factors and democratisation of civil-militaryrelations. While making the relevant analysis, the paper also uses the dominant civil-militarytheories in the literature.

Öz:
Demokratik sistemlerde ordu üzerinde sabit bir sivil denetim kurmak rejimin devamlılığı açısından zorunludur. Bu yüzden, özellikle Soğuk Savaş sonrası süreçte, yeni ortaya çıkan sivilasker sorunlarına çözüm üretebilmek için ilgili çalışmaların sayısında önemli bir artış gözlenmiştir. Bu çalışmaların asıl odak noktası da, Balkanlar dahil olmak üzere, eski Komünist ülkelerdir. Zaten ordunun sivil denetime tabi olması, Balkan ülkelerinin demokrasiye geçiş sürecinde de en fazla tartışılan konuların başında gelmektedir. Bu konu demokratikleşme başlığı altında tartışılan diğer önemli siyasal meselelerle de doğrudan bağlantılıdır. Zira sivilasker ilişkileri, Yugoslavya İç Savaşı, NATO etkisi ve Avrupa Birliği üyeliği gibi güncel konularla iç içe geçmiştir. Dolayısıyla, makalenin amacı bu sayılan konular ve sivil-asker ilişkileri arasındaki çok boyutlu ilişkileri incelemektir. Bu inceleme sırasında konuyla bağlantılı olan teorik yaklaşımlardan da doğal olarak yararlanılacaktır.
