With the beginning of the 21st century, neoliberal assumptions on public administration reform with a focus on “New Public Management” (NPM) have become controversial. This brought up the need for a new vision to overcome the current problems and complexities in the field of public administration. It has paved the way for the emergence of a paradigm called “New Public Governance” (NPG), which emphasizes values such as co-production, participation, pluralist state, interdependence, inter-organizational networks, collaboration and partnerships in the public administration literature. Many states now resort to complex and multifaceted structural reforms in the civil service process and in this context refer to the core values of the NPG. In this study, it is aimed to determine whether the development goals and strategies in Turkey correspond with the NPG and its core values. In this context, the text of the XIth Development Plan covering the period of 2019-2023 was examined by the document analysis method, and then the evaluations were made about the relationship between Turkey’s five-year development goals and strategies and the core values of the NPG.
