Ukrayna Örneğinden Hareketle Nükleer Silahsızlanmanın Olası Sonuçlarına Dair Bir İnceleme

Öz:
Nükleer silahlar, bu silahlara sahip devletler arasında savaş ve çatışma riskini azaltan bir işlev görmektedir. Devletler, askeri güç dengesinde dezavantajlı bir konumda olsalar da, nükleer silah sahibi olmaları durumunda “mutlak caydırıcılık” elde ederler. Böylece nükleer silahlar, güçlü ve zayıf aktörler arasındaki caydırıcı güç dengesini zayıf aktörler lehine düzenleyebilen bir işleve sahiptir. Bu çalışmanın inceleme konusu olan Rusya-Ukrayna ilişkilerinin de bu minvalde değerlendirilmesi gerekmektedir. 2014 Ukrayna krizinde görüldüğü gibi Ukrayna, Rusya’nın Kırım ve Donbas’a dönük gerçekleştirdiği askeri müdahaleler sonucunda egemenlik haklarının ve toprak bütünlüğünün ihlal edildiği bir tabloyla karşılaşmıştır. Ukrayna’nın 1990’larda terk ettiği nükleer silahlar ise, Ukrayna krizi ile irtibatlı olarak tekrardan gündeme gelmiştir. Sovyetler Birliği’nin dağılmasının ardından dünyanın üçüncü en büyük nükleer silah envanterine sahip olan Ukrayna, 1990’ların ilk yarısında gerçekleşen müzakereler sonucunda nükleer silahlarını terk etmeyi kabul etmiş ve 1996 yılında tamamlanan bir işlem sonucunda nükleer silahlardan tamamen arınmıştır. Bu süreç baz alınarak bu çalışmada, Ukrayna’nın nükleer silahsızlanma tecrübesinin olası sonuçları 2014 krizi çerçevesinde masaya yatırılmıştır. Ulaşılan sonuç neticesinde, nükleer silah envanterine sahip güçlü rakipler karşısında (Rusya) nükleer silahsızlanmanın, devletler için (Ukrayna) potansiyel bir ulusal güvenlik riski teşkil ettiği vurgulanmıştır
