TY - JOUR TI - ASSESSING CAPACITY OF URBAN CLIMATE GOVERNANCE: A CASE FROM TURKISH METROPOLITAN MUNICIPALITIES AB - Emission control and reduction initiatives required to achieve low carbon societynecessitate collaboration and capacity building vertically and horizontallybetween the public and non-public authorities at the international, national andlocal level. In particular, measures taken at local level are important on the issueof climate change. To this end, this paper examines local climate protectioninitiatives of the metropolitan municipalities in the framework of modes ofgovernance including self-governance, provision, enabling and regulation inTurkey. In metropolitan cities, content analysis was conducted to theMunicipalities' Annual Action Reports and Strategic Plans including differenturban policy sectors in order to determine the achievement level of local climateprotection actions. The study concludes that the local climate change mitigationactivities are frequently implemented by provision modes in the sector of urbaninfrastructure and transportation in the Turkish metropolitan municipalities.
