Global Kapitalizmde Sermaye Birikimi İçin Yeni Mekansal Ölçekler: Dünya Kentleri/Global Kentler

Öz:
Bu çalışmada, önce 1980'li yıllarla birlikte kentsel araştırmaların gündemine oturan "dünya kenti" ya da "global kent" tartışmaları üzerinde durulmakta ve bu tartışmalarda ileri sürülen, emeğin yeni uluslararası bölüşümü, global kentlerin doğuşu, global kentsel hiyerarşi ve kentler arası mekansal rekabet gibi argümanlar ele alınmaktadır. Daha sonra ise, 1980'lerle birlikte, Fordist-Keynezyen sistemin krizine çözüm olarak ortaya çıkan neo-liberal politikaların sermaye birikim stratejilerini değiştirdiği, bu bağlamda ulus-devletin bu değişime uyum sağlayabilmek için ulus-üstü ve ulus-altı yeni mekansal ölçekler oluşturarak yeniden yapılandığı, global kentlerin ya da dünya kentlerinin de yeni oluşturulan ulus-altı mekansal ölçeklerden biri olduğu görüşü üzerinde durulmaktadır.

Öz:
In this study, firstly, the notions of World Cities or Global Cities are presented. Secondly, the arguments that are raised within these debates, such as new international division of labor, world city formation, world city hierarchy, and urban territorial competition, are discussed. Then, the inquiry is developed as follows: starting from the 1980s, neo-liberal policies, as an alternative to the Fordist-Keynesian system, has changed the strategies of capital accumulation; in order to adjust new strategies, nation-states have started to develop new territorial scales both at supra-national and sub-national levels; and "global cities" or "world cities" are one of the new territorial scales of newly emerging sub-national level.
