TY - JOUR TI - Turkey’s “Opening up to Africa”: From Idea to Full-Fledged Policy AB - Turkey’s relations with Sub-Saharan African countries have developed substantially since the 2000s.Existing research has focused on the motivations for this policy and analyzed it from political,economic and cultural aspects. This article seeks to contribute to this literature by focusing on theemergence phase of this policy. An opening towards African countries have come to the agenda inTurkey several times before the 2000s but these attempts either did not turn into full-fledged policiesor were abandoned after a change of government. The successful emergence of the post-2000African policy is in part based on these attempts but also on the strategies adopted by policyentrepreneurs to get support for the opening.
