COVID-19 İLE ULUS DEVLETİ YENİDEN DÜŞÜNMEK
Öz: Küresel bir salgın krizi karşısında küresel değil ulusal dayanışmanın sergilendiği bir dünyada devletinrolü yeniden önem kazanmıştır. Bununla birlikte, ulus devletlerin geri dönüşü söyleminin yanıltıcı olduğuve kamusal alanın yeniden önem kazanmasıyla devletlerin geri dönüşünün, küreselleşme öncesi bir ulusdevlete geri dönüş olmadığı vurgulanmaktadır. Salgın krizi her ne kadar acil durumla başa çıkmak içindevlet otoritesine ve müdahalesine ihtiyaç olduğunu göstermiş olsa da bu otorite, devletlerin çok katmanlıyönetişimden oluşan karmaşık bir ağ içinde işlevsel ve etkin olmasıyla sağlanacaktır. Başka bir deyişle,geri dönerken devlet, dönüşmek zorunda olacaktır. Bu, ulus devletin hem yerel ve ülkesel hem debölgesel ve küresel düzeylerde etkin ve esnek bir devlet ihtiyacına uygun bir şekilde geri dönüşüanlamına gelmektedir.

Öz: The role of the state has regained importance in a world where national rather than global solidarity has been exhibited in the face of the global health emergency of international concern. However, the discourse of returning nation-states deemed to be misleading in the sense that with an increasing function of the public sphere in times of crisis the return of the states does not necessarily mean the return to a nation-state of the pre-globalization period. Although the pandemic crisis has shown the need for state authority and intervention in dealing with the emergency, this kind of state engagement can be ensured when and if states are functional and effective in a complex network of multi-layered governance. In other words, while returning, states have to transform. This means that the return of the state should be in accordance with the imperative of an effective and resilient state at local and national as well as regional and global levels
