Polis ve Profesyonellik
Öz: Profesyonelleşme süreci modern toplumların temel özelliklerinden birisidir.20. yüzyılda polislik dahil olmak üzere tüm meslekler profesyonel statü kazanma arzusu içinde olmuştur. Bu çalışmanın temel amacı Türk polisinin profesyonelleşme düzeyi ile ilgili genel bir değerlendirme yapmaktır. Bunu gerçekleştirmek için öncelikle profesyonellik konusuna kısaca değinilmekte ve ardından profesyonel meslek ölçütleri geliştirilmektedir. Oluşturulan bu temel kriterler çerçevesinde de Türk polisinde eksik olan profesyonel özellikler belirlenmeye çalışılmıştır. Sonuç olarak, profesyonel meslek örgütünün bulunmaması, sistematik ve uzmanlığa dayalı mesleki bilgi yetersizliği ile mesleki özerkliğin olmaması Türk polisinin profesyonelleşmesini güçleştirmektedir.

Police and Professionalism
Öz: The process of professionalization has been a major development in modern societies. In the 20th Century all occupations, including police, wished to gain a professional status. This study attempts to make some general assessments on the level of professionalism in the Turkish police. In doing so, the nature of professionalism is briefly examined and the defining characteristics of professions are explored. On the basis of these characteristics the paper seeks to identify what professional characteristics are missing. Finally it is argued that the nonexistence of professional association, lack of systematically obtained specialized knowledge, inadequate professional autonomy due to political and legal impediments result in low level of professionalism in the Turkish police.
