The crisis of World Capitalism resulted in the implementation of a counter-revolutionary pro-capital socio-economic program in the 1980s. This program had two basic objectives: Firstly, by extending the range and domain of capital accumulation, to allow capital to enhance its capability to flow from the sectors and locations offering low profit rates and exhibiting the symptoms of over-accumulation into the more promising sectors and locations. Secondly, to take necessary measures to increase the velocity of capital turnover. These two shaped the basic rationality behind the so-called Stabilization and Structural Adjustment programs, and Washington Consensus which standardized the basic steps in the aforementioned counter-revolution. However, in the 1980s, this long-term integrated program deepened the stagnation, excessive debt accumulation and instability which emerged in the 1970s. So-called Washington Consensus disciplined the underdeveloped capitalist countries in pursuing the basic steps of counter-revolutionary reform. In the first half of the 1990s, due to the increasing international capital flows which eased the financial constraints, most of the capitalist countries performed relatively well.
