DEĞİŞEN ULUSLARARASI GÜVENLİK BAĞLAMINDA UZAY GÜVENLİĞİ VE UZAYDA SİLAHSIZLANMA ÇABALARII
Öz: Silahsızlanma ve silahları kontrol alma çabaları çok eski tarihlere kadar uzanmaktadır. Özellikle Dünya Savaşları ve sonrasında yaşanan Soğuk Savaş süreci silahsızlanma çabalarını hızlandırmıştır.Savaş ve silah teknolojisinin gelişmesiyle birlikte ülkeler, savaşlardan kaçınmak için uluslararası sorunlarına silahsızlanma ve silah kontrolünü getirmeye başlamışlardır. Yeni silah teknolojileri ile silahsızlanma konusunda yeni bakış açıları ve tartışmalar ortaya çıkmıştır. 1957'de başlayan uzay yarışı da bu tartışmalardan biri haline geldi. Uzayda silahsızlanma uluslararası alanda BM ile tartışılmış ve konuyla ilgili çeşitli düzenlemeler yapılmıştır. Bazıları başarıya ulaşmış olsa da uluslararası hukuk altyapısı tam olarak sağlanamamıştır. Ülkelerin yasal düzenlemeler ve uzay silahsızlanma konusundaki farklı görüşleri fikir birliğini engellemektedir. Uzay güvenliği kavramı, uzay yarışları ile birlikte ortaya çıkan kavramlardan biridir. Tamamen askeri uzay faaliyeti ile ilgili değil. Hem sivil hem de ticari uzay faaliyetini ve uzay silahlarını içerir. Uzay güvenliğini sağlamaya yönelik çeşitli çalışmalar bulunmakta ve bu çabalar içerisinde silahsızlanma düzenlemeleri de yer almaktadır. Silahsızlanma çabalarının yönü ve teknolojik ve siyasi gelişmeler ışığında nasıl şekilleneceği bu çalışmada önemli araştırma konularından biri olarak incelenmiştir.

Öz: Disarmament and the efforts to take control of arms date back to ancient times. Especially the World Wars and
the Cold War process after it accelerated the disarmament efforts. With the development of war and weapon
technology, countries have begun to bring disarmament and arms control to their international problems in
order to avoid wars. With new weapon technologies, new perspectives and discussions have emerged on
disarmament. The space race, which started in 1957, became one of these discussions. Disarmament in space
has been discussed with the UN in the international arena and various regulations have been made on the
subject. Although some of them have succeeded, the infrastructure of international law has not been fully
established. Different views of countries on legislation and space disarmament hinder consensus. The concept
of space safety is one of the concepts that emerged with the space races. It's not all about military space activity.
It includes both civilian and commercial space activity and space weapons. There are various studies to ensure
space security, and these efforts also include disarmament regulations. The direction of the disarmament efforts
and how they will be shaped in the light of technological and political developments are examined as one of
the important research topics in this study.
