Pandemi Sürecinde Tarım Sorununu Yeniden Düşünmek
Öz: Bu çalışma COVID-19 salgınıyla birlikte tarımsal üretimin aksayacağı ve gıda krizinin yaşanacağına
dair endişenin hüküm sürdüğü bir ortamda tarım sorununu bugün yeniden nasıl ele almak
gerektiğini sorunsallaştırmayı amaçlamaktadır. “Tarım sorunu” tanımlaması en geniş anlamda
tarımda kapitalizmin gelişme yasalarına dair bir sorgulamaya işaret etmektedir. Klasik ekonomi
politik perspektif üzerinden bakıldığında tarım sorunu kırda sermaye birikimi ve kapitalist üretim
ilişkilerinin gelişmesi önündeki engellere işaret eder. Ekonomi politik yaklaşım tarımın artık
kapitalistleştiği, meta üretimine ve dünya ekonomisine entegre olduğuna işaret etmektedir. Bu
anlamda bildiğimiz “tarım sorunu” geçerliliğini yitirmiştir. Post-yapısalcı perspektif ise verimlilik
ve ekonomik büyüme odaklı küresel şirket gıda rejimine karşı köylülerin verdiği mücadelelerle
birlikte yeni toplumsal hareketlerin ortaya çıktığına işaret eder. Sağlıklı gıda, çevre dostu üretim,
müşterekler ve gıda egemenliği gibi çeşitli değerler etrafında birleşen toplumsal hareketler
tarımın sanayileşmesi ve kapitalistleşmesine karşı direnç geliştirmektedir. Bu yaklaşıma göre tarım
sorunu tarımın siyasi bir inşa-süreç olarak nasıl örgütlenmesi gerektiğine dair bir sorundur. Ne
var ki günümüze kadar alternatif bir düzenin oluşturulmasında uygulanacak politikaların ölçeği
ve yönetim birimi konusunda yeni bir siyasi dilin oluşamadığı görülmektedir. Salgınla birlikte
açlık ve kıtlık endişesinin artmasına neden olan temel sorun tarımsal üretimin hangi ölçekte
planlanması ve yönetilmesi gerektiğine dair bu siyasi dilin eksikliğinin keşfidir. Bu bağlamda,
çalışma bugün tarım sorununun tarımsal üretimin hangi ölçekte planlanması ve yönetilmesi
gerektiğiyle ilgili bir sorgu alanına dönüştüğünü iddia etmektedir. Ne ekonomi politik ne postyapısalcı yaklaşımlarından biri yanında yer alarak değil, ancak alternatif bir bakış açısıyla bu siyasi
dil kurulabilir. Bu bağlamda; tarım sorunu yereldeki mülkiyet ilişkilerinden ve küresel yönetim
sorunundan bağımsız düşünülemeyecek bir sorundur.

Öz: This study aims to reconsider and problematize the agrarian question in the face of possible
disruption to agricultural production and a consequent food crisis resulting from the COVID-19
pandemic lockdown. Generally speaking, the agrarian question is an inquiry on specific rules
of capitalist development in agriculture. From a classical political economy perspective, the
agrarian question concerns the obstacles to the development of capitalist production relations
and capital accumulation in agriculture. The political economy approach argues that, in most
countries, agriculture is subordinated to capitalist commodity production and global economies,
and in that sense, the agrarian question has been resolved. From a post-structural perspective,
however, the agrarian question concerns the struggles of peasants against the global corporate
food regime and its focus on efficiency and economic growth. Social movements are building
growing resistance to the industrialization and financialization of agriculture, based on the
principles of local food, ecological production, commons and food sovereignty. From this
perspective, the agrarian question is an issue of how to organize agriculture as a political
construct. However, it seems there is a lack of political dialogue related to/language for
discussing the ideal scales of governance and policy planning of agricultural production (i.e.
planning at which scale, and for which scale?). The confrontation caused by the absence of this
political language is the underlying factor behind the threat of hunger and food shortage in the
face of pandemic. Within this context, the study argues that the agrarian question is becoming
an issue of determining the most appropriate scale for policy planning and governance of
agricultural production. To create this language, we need an alternative perspective that avoids
the extremes of either political economy or post-structuralism. In this sense, the agrarian
question cannot be divorced from the issues of property relations at the local level or policy
planning at the global level.
