Liberal Barış İnşası ve Geleneksel Çatışma Çözme Yaklaşımlarının Hibrit Barış Modeli Oluşturma Potansiyeli: Ubuntu Üzerine Bir Değerlendirme
Öz: 1990’lardan itibaren genel olarak barış inşası faaliyetleri, liberal barış kapsamında yürütülmüştür. Söz konusu barış inşası yaklaşımının her ne kadar başarılı yönleri bulunsa da farklı coğrafyaların ontolojik yapısını göz ardı ederek her yerde tek tip barış inşa etmeye çalışması birçok ülkede başarısız sonuçlar elde etmesine ve eleştiri oklarını üzerine çekmesine neden olmuştur. Bu doğrultuda, liberal barışa alternatif yaklaşımların geliştirilmesi gerektiği sıkça vurgulanmaya başlanmıştır. Bu çalışmada liberal barış eleştirilerine paralel olarak liberal barışın yetersizlikleri kabul edilmekle beraber, bu yetersizliklerin barış inşası sağlanması planlanan coğrafyalardaki yerel barış inşası yaklaşımları vasıtasıyla doldurulması gerektiği savunulmaktadır. Bu iddia, Afrika’nın geleneksel yaklaşımlarından Ubuntu üzerine odaklanılarak doğrulanmaya çalışılmıştır.

Öz: Peacebuilding activities in general since the 1990s have been carried out within the scope of
liberal peace. Despite the successful aspects of the peacebuilding approach in question, the
attempt to build a uniform peace everywhere by ignoring the ontological structure of different
geographies caused it to achieve unsuccessful results in many countries and draw the arrows
of criticism. In this direction, it has been frequently emphasized that alternative approaches
to liberal peace should be developed. In this study, parallel to the liberal peace criticisms,
while the inadequacies of liberal peace are accepted, it is argued that these deficiencies
should be filled by local peacebuilding approaches in the geographies where peacebuilding is
planned. This claim has been tried to be verified by focusing on Ubuntu, one of the traditional
approaches of Africa.
