Sosyal Sermaye, İktisadi Performans ve Kalkınma: Bir Yazın Taraması

Öz:
Bu çalışmada sosyal sermayenin ekonomik kalkınmaya ne şekilde katkıda bulunabileceği incelenmektedir. Azgelişmişlik sadece fiziksel ve beşeri sermaye eksikliğinden değil, aynı zamanda sosyal sermaye eksikliğinden de kaynaklanmaktadır. Sosyal sermaye kalkınma sürecinde çeşitli mekanizmalarla verimlilik artışı ve maliyet azalışına yol açmakta, devlet ve piyasa arasında tamamlayıcı ve ikame edici roller oynamaktadır. Sosyal sermaye -diğer sermaye şekillerinde olduğu gibi- negatif etkilere yol açabilmekte ve ekonominin daha yavaş büyümesine neden olabilmektedir. Sosyal sermayenin pozitif sonuçlar üretebilmesi için birey, aile, devlet ve sivil toplum gibi aktörlere önemli roller düşmektedir. Sosyal sermaye perspektifi özellikle devletin, piyasaların ve sivil toplumun zayıf olduğu azgelişmiş ülkeler için önemli bir seçenek sunmaktadır.
