Yeni Nesil Üniversite: Bir Model Önerisi

Öz:
Bilgi toplumunun gerektirdi¤i nitelikteki insan kayna¤›n›n ana mecras› olan üniversitenin e¤itim ve araflt›rma faaliyetleriyle, ekonomik büyüme- ye ve toplumsal geliflmeye pozitif etkisini güçlendirmek için, üniversite kurumunda yap›sal ve ifllevsel yeniden yap›land›rma çabalar›, son çeyrek as›rda giderek artm›flt›r. Günümüzde Anglo-Sakson ve Uzak Do¤u ülke- leri, bu çerçevede en baflar›l› üniversite örneklerine sahipken; ülkeye gö- re önemli farkl›laflma göstermekle birlikte, Avrupa üniversiteleri ikinci s›- rada performans göstermektedir. Türkiye’nin Avrupa Yüksekö¤renim Alan›ndaki reformlar› uygulamas›, Avrupa Birli¤i üyeli¤ine aday olmas› ve Avrupa Konseyi Kültür Konvansiyonunu ilk imzalayan ülkelerden biri ol- mas› dolay›s›yla, bir yükümlülüktür. Bu çal›flmada, yeni nesil tematik-tek- nik bir üniversite için Avrupa üniversite reform gündemiyle uyumlu bir organizasyon ve iflletim modeli tasarlanm›flt›r. Gelifltirilen modelin Yük- sekö¤retim Kurulunun tematik ve bölgesel kalk›nma odakl› üniversite s›- n›flamas› ile uyumlulu¤u gözetilmifltir. Bu çal›flmada önerilen üniversite modelinde, organizasyonel ve ifllevsel konfigürasyon bak›m›ndan befl ye- nilikten bahsedilebilir: (i) Yeni nesil üniversitenin e¤itim, araflt›rma ve toplumsal fayda misyonu ile mezun profili, (ii) Politika gelifltirme ve uy- gulama ofisleri, (iii) Üniversite ekosistemi istiflare ve yönlendirme kurulu ve di¤er komiteler ve kurullar, (iv) Konsept dersler ve markal› dersler, (v) Önceki ö¤renmenin tan›nmas›, (vi) Ortak e¤itim modeli ve çözüm ortak- l›klar›.

New Generation University: A Model Proposal

Öz:
In the last quarter century, since the university is the main source of the human resources required by the knowledge society, structural and func- tional restructuring efforts of the university institution have been increasing to strengthen the positive impact on economic growth and social develop- ment through education and research activities. Today, the Anglo-Saxon and the Far East countries have the most successful university examples in this context; European universities come second in performance, although there are tremendous differences among member countries. Being a candi- date for the European Union membership and as a member of the Council of Europe as the first signatory states of the Cultural Convention; imple- mentation of reforms in the European Higher Education Area is obligatory for Turkey. In this study, an organizational and operating model has been developed in line with the European university reform agenda. CoHE’s uni- versity approach which focuses on thematic and regional development has also been taken into consideration. Five innovations can be mentioned in terms of organizational and functional configuration of the model: (i) Profile of graduate and mission of the new generation university in the fields of edu- cation, research and community services, (ii) Policy development and imple- mentation offices, (iii) University ecosystem consultation and steering com- mittee and other committees and boards, (iv) Concept courses and branded courses, (v) Recognition of prior learning, (vi) Coop-education and solution partnerships.
