Öz:
Bu makalenin konusu İngiltere ve Türkiye 'de yerel yönetimlerde performans yönetimidir. İngiltere'de yerel yönetimler üzerindeki örnek olay incelemesi, başlangıç aşamasında performans yönetiminin sıkı merkezi kontrol ile yerel yönetimlere empose edildiğini göstermektedir. Ancak, son zamanlarda, hizmetten faydalananların güçlendirilmesi ve birlikte çalışmanın teşvik edilmesi gibi aşağıdan yukarıya yaklaşımlara ağırlık verilmektedir. Mevcut iyi örnekler ve aynı zamanda problemler tartışılmaktadır. Türkiye 'de de yerel yönetimlerde performans yönetimi başlatılmıştır. Her ne kadar yasal olarak performans yönetiminin uygulanması zorunlu olsa da bilgi ve tecrübe eksikliği yerel düzeyde bunun uygulanmasını engellemektedir. Makalenin sonuç ve öneriler bölümünde ise İngiltere'de yerel yönetimlerde uygulanan performans yönetimi incelemesinden neler öğrenilebileceği üzerinde durulmaktadır.

The practice of performance management in local government: The cases of England and Turkey

Öz:
The subject matter of this article is performance management in local administrations in England and Turkey. A case study of local administrations in England reveals that in the early stages, performance management was imposed on local administrations via strict central government control. More recently, however, the emphasis is on a more bottom-up approach such as empowering users and enhancing the collaborative partnership. The existing good practices and problems are concurrently discussed. The performance management has also been initiated in local administrations of Turkey. Although the implementation of performance management is legally mandatory, the lack of knowledge and experience impedes its implementation at local level. The conclusion and suggestions section of the article focuses on what can be learned from the analysis of performance management implemented in local administration in England.
