TÜRKİYE’DE EMEKLİLİK SİSTEMİ VE REFORMLARINA KARŞILAŞTIRMALI EKONOMİK BAKIŞ
Öz: 1999 Sosyal Güvenlik Reformu Türk emeklilik sisteminde çok ayaklı bir modele geçişi başlatır. Parametrik düzenlemeler ile kamu emekliliği şartları sıkılaştırılırken, tamamlayıcı nitelikte ve bireysel ta- sarruflara dayalı özel emeklilik ayağı sisteme dahil edilmiştir. Bu çerçe- vede, aşamalı olarak, 2003 itibariyle gönüllülük esasına dayalı “Bireysel Emeklilik Tasarruf ve Yatırım Sistemi (BES)” ve 2017 itibariyle işve- renlerin çalışanlarını otomatik olarak bir emeklilik planına dahil etmesi- ne dayalı “Otomatik Katılım Sistemi (OKS)” hayata geçirilmiştir. Ara- dan geçen yaklaşık 20 yıllık dönem sonunda, emeklilik gelirinde iyileş- tirme amaçlayan özel emeklilik ayağı, çeşitli vergi teşviklerine rağmen, kapsam, toplam fon büyüklüğü ve fonların net reel getiri performansı açısından beklentilerin altında kalmıştır. Çalışmada öncelikle 1999 ve sonrası Türk emeklilik sistemi reformları ve düzenlemeleri sunulur. Ar- dından, Türkiye’de emeklilik; demografik ve sosyoekonomik etkenler üzerinden ve başka ülkelerle karşılaştırmalı olarak ele alınır.

Öz: 1999 Social Security Reform initiated the transition to a multi- pillar model in the Turkish pension system. The reform tightened entit- lement conditions for public pensions and introduced complementary private pension pillar based on individual retirement savings. In this context, the “Individual Pension Savings and Investment System (BES)” on a voluntary basis as of 2003 and “Automatic Participation System (OKS)”, based on the automatic inclusion of employees in a pension plan by employers as of 2017 were implemented gradually. At the end of the twenty year period, the private pension pillar, which aims to improve retirement income, remained below expectations in terms of population coverage, total fund size and net real return performance of pension funds, despite various tax incentives. In this study, first reforms of the Turkish pension system are presented. Then, pensions in Turkey are dis- cussed in terms of demographic and socioeconomic structure and in comparison with the reforms and results in other countries.
