Afet Yönetiminde Elektronik Vatandaş Katılımı ve Bilgi ve İletişim Teknolojileri Destekli Ortak Yapım Girişimleri: 2023 Kahramanmaraş Merkezli Depremler Örneği

Afet Yönetiminde Elektronik Vatandaş Katılımı ve Bilgi ve İletişim Teknolojileri Destekli Ortak Yapım Girişimleri: 2023 Kahramanmaraş Merkezli Depremler Örneği

Öz:
Demokratik bir yönetimin iz düşümü olarak kamu yönetimine vatandaşın katılımı, kamu hizmetlerinin iyileştirilmesinde, geliştirilmesinde ve doğru kararların alınmasında hem yöneticiler hem de vatandaş açısından önem arz etmektedir. Bilgi ve İletişim Teknolojileri (BİT)’nde yaşanan hızlı gelişmeler, bu teknolojilerin hem vatandaş hem de kamu yönetimi tarafından yaygın şekilde kullanılmaya başlaması, vatandaş katılımı kavramını beslemiş ve üst düzeyde, vatandaşın yetkilendirildiği katılım mekanizmaları sisteme dahil edilmiştir. Bu katılım modellerinden BİT destekli ortak yapım katılım modeli de günümüzde özellikle afet gibi ani gelişen durumlarda, vatandaşla çevrimiçi iletişim sağlayarak sorunların hızlı çözülmesine yardımcı olabilmekte ve etkin bir afet yönetim sürecini destekleyebilmektedir. Bu çalışmanın amacı da e-katılım ve BİT destekli ortak yapım girişimlerini ‘2023 Kahramanmaraş Merkezli Depremler’ örneği üzerinden değerlendirmektir. Bu amaçla çalışmada, afet yönetiminde BİT destekli ortak yapım girişimleri, iletişim modelleri, sosyal medyanın bu süreçteki rolü irdelenmiş, ortak yapım-elektronik vatandaş katılımı sürecinin etkinliği değerlendirilmiş ve kamu yönetiminin BİT destekli ortak yapım girişimlerindeki rolü tartışılmıştır.

Electronic Citizen Participation and ICT-enabled Coproduction Initiatives in Disaster Management: The Case of 2023 Kahramanmaraş Centered Earthquakes

Öz:
Citizen participation in public administration, as a requirement of a democratic administration, is important for both administrators and citizens in the improvement and development of public services and in making the right decisions. The rapid developments in Information and Communication Technologies (ICT) and the widespread use of these technologies by both citizens and public administration have fed the concept of citizen participation and high-level, citizen authorized participation mechanisms have been included in the system. The ICT-enabled coproduction participation model can help solve problems quickly and support an effective disaster management process by providing online communication with citizens in sudden situations such as disasters. The aim of this study is to evaluate e-participation and ICT-enabled co- production initiatives on the basis of the '2023 Kahramanmaraş Centered Earthquakes' case. For this purpose, ICT-enabled co-production initiatives in disaster management, communication models, and the role of social media in this process were examined, the effectiveness of the co-production-electronic citizen participation process was evaluated and the role of public administration in ICT-enabled co-production initiatives was discussed.
