İKLİM DEĞİŞİKLİĞİ ÇERÇEVESİNDE 25. TARAFLAR KONFERANSI (COP25)
Öz: Küresel bir sorun olan iklim değişikliği ile mücadelenin ilk adımı 1992 yılında Rio de Janeiro kentindedüzenlenenkonferansta atılmıştır.Birleşmiş Milletlerin “Dünya Zirvesi” adı altında düzenlemiş olduğu bu konferansta “Birleşmiş Milletler İklimDeğişikliği Çerçeve Sözleşmesi(UNFCCC)”kabuledilmiştir.Sözkonususözleşmenin yürürlüğe girdiği 1994 yılından itibaren heryılTaraflarKonferansı(COP) düzenlenmektedir.Bu kapsamda, "Harekete Geçme Zamanı" sloganı ile 2-13 Aralık 2019 tarihleri arasında Madrid’de düzenlenen 25. Taraflar Konferansı (COP 25) hem Türkiye hem de tüm dünya için önem arz etmektedir. Çalışmada 25. Taraflar Konferansı çıktı ve sonuçlar itibarıyla iklim değişikliği ile mücadele çerçevesindeele alınmıştır. Yapılan inceleme neticesinde COP 25’in beklentileri tam olarak karşılayamadığı ve pek çok noktanın bir sonrakitaraflarkonferansınabırakıldığı görülmüştür.

Öz: The first step in combating climate change, which is a global problem, was taken at the conference held in Rio de Janeiro in 1992.The "United Nations Framework Convention on Climate Change (UNFCCC)" was accepted in this conference organized by the United Nations under the name of "WorldSummit".TheConferenceoftheParties (COP)isheldannuallysince1994whenthis agreement came into force.In this context, 25th Conference of the Parties (COP25) thatwas held between 2-13 December 2019 in Madrid with the slogan of “Time for Action"has a great importance both for Turkey and the whole world. In this study, the 25th Conference of the Parties, in respect of its output and results, is addressed in the context of combating climate change.As a result of this examination, it was seen that COP 25 did not fully meet the expectations and many points were left to the next Conference Of The Parties.
