Gıda Güvenliği ve Kalite Standartlarının Gıda İmalat Sanayinde Yoğunlaşmaya Etkisi

Öz:
Son 15 yıllık dönemde gıda güvenliği önemli bir konu haline gelmiştir. Bu alanda iki uluslararası uygulama öne çıkmaktadır: HACCP ve izlenebilirlik. Firmalar gıda piyasalarında rekabet edebilmek için gıda sağlık ve kalite standartlarını uygulamak zorundadır. Ampirik araştırmalar büyük firmaların küçük firmalara göre uyma maliyetlerini (compliance-costs) karşılamada ölçek ekonomisinden dolayı daha avantajlı olduğunu göstermektedir. Bu alanda yapılan az sayıdaki araştırmalar, gıda güvenlik standartlarından kaynaklanan uyma maliyetlerinin son dönemlerde gıda sanayi sektöründe artan yoğunlaşmada etkili olduğunu belirtmektedir. Türkiye’de gıda güvenlik standartları sertifikasına sahip imalatçı firma sayısı giderek artmasına karşın küçük ölçekli firmaların büyük çoğunluğunda hala gıda üretim izni alabilmek için zorunlu olanların dışında kalan gıda güvenlik sertifikası yoktur.

Effects of Food Safety and Quality Standarts on Concentration in Food Manufacturing Sector

Öz:
Food safety standards have been an important subject for 15 years. Two main international safety standard applications are in place: HACCP and Traceability. Food firms have to meet international food safety standards in order to keep competitiveness. It is found out by empirical studies that large firms have more advantages than small firms in coping with the compliance cost due to scale economies. Limited empirical studies also indicate that compliance cost stemming from the safety standards are an important factor on increasing concentration in the sector. In Turkey, although the number of firms with food safety certificates has been gradually increasing in food manufacturing, small scale firms do not have food safety certificates other than required certificates for getting permission to production.
