OECD ÜLKELERİNDE İKİZ AÇIK HİPOTEZİNİN GEÇERLİLİĞİ: PANEL VERİ ANALİZİ

OECD ÜLKELERİNDE İKİZ AÇIK HİPOTEZİNİN GEÇERLİLİĞİ: PANEL VERİ ANALİZİ
Öz: Ülkelerin gelişmişlik düzeylerinden bağımsız olarak, kalıcı bütçe vecari işlemler açığı tüm ülkeler için en önemli ekonomik sorunlarınbaşında gelmektedir. İç bütçe ve dış cari dengesizlikler uzun vadedeulusal ekonomilerin büyümeleri önünde önemli tehdit oluşturmaktadır.Aynı zamanda, bu açıklar birbiriyle yakından ilişkili ekonomiksorunlardır. Finansal açıklardaki artış aynı zamanda faiz oranlarında daartışa neden olmakta ve özel yatırımlar dışlamaktadır. Ayrıca, cariişlemler açığında meydana gelecek artış, ülke ekonomisinin rekabetedebilirliğini azaltmakta ve yerli varlıkların yabancı yatırımcılaradevredilmesine neden olmaktadır. Bunun yanında döviz rezervlerinintükenmesine ve ülkelerin döviz krizleriyle karşı karşıya kalmasına sebepolmaktadır. Bu nedenle ikiz açık sorunun detaylı şekilde ele alınması vegerekli politikaların ortaya konulması doğuracağı ekonomik sorunlarıönlemede büyük önem taşımaktadır.Bütçe açığı ve cari işlemler açığı arasındaki olası ilişki ikiz açığıolarak adlandırılmıştır. Literatürde, Keynesyen bakış açısı bütçe açığınınticaret açığının ana nedeni olduğunu desteklerken, Ricardian Denklikyaklaşımında ise açıkların gerçekten ikiz olmadığını öne sürülmektedir.Bu çalışmada, dış ticaret dengesi ve cari işlemler dengesiarasındaki ilişkiyi seçili 28 OECD ülkesinde 2003-2017 dönemi için yıllıkveriler kullanarak ekonometrik olarak incelenmiştir. Bu iki değişkenarasındaki ilişkiyi saptamak için birim kökleri test etmek için panelyöntemler ve panel regresyon analizi kullanılmıştır. Çalışma sonucunda elde edilen bulgular, ikiz açık hipotezinin geçerli olduğunu savunanGeleneksel Keynesyen yaklaşımları desteklemektedir. Hesaplanan ikiaşamalı GMM tahmincisi, artan bütçe açığının 2003-2017 döneminde 28OECD ülkesinde ticaret açığına yol açtığını göstermektedir.

Öz: Permanent budget and current account deficit are the most important economic problems for all countries regardless of the level of development of the countries. Internal budget and external current imbalances pose a significant threat to the growth of national economies in the long run. At the same time, these gaps are closely related each other as an economic problems. The increase in financial deficits also causes an increase in interest rates and excludes private investments. Moreover, the increase in the current account deficit decreases the competitiveness of the national economy and causes the transfer of domestic assets to foreign investors. Besides, it causes depletion of foreign exchange reserves and causes countries to face foreign exchange crises. For this reason, it is of great importance to address the twin deficit problem in detail and to put forward the necessary policies in order to prevent economic problems. The possible relation between budget deficit and current account deficit was called the twin deficit. In the literature, while Keynesian view supports that the budget deficit is the primary reason of the trade deficits, the Ricardian Equivalence proposition, have discussed that the deficits are not exactly twins. In this research, we examined econometrically the connection between foreign trade and current account balance by utilizing for 2003-2017 periods in 28 different OECD economies. Panel methods to analyze for unit roots and panel regression analysis are employed to detect relationship between two variables. The findings support the Traditional Keynesian approaches about for the twin deficit hypothesis. The two-step GMM estimator shows that increasing budget deficits leads to trade deficits in 28 OECD countries for 2003-2017 period.
